What are the COBS rules on suitability reports for pension transfers?

Pension transfer suitability is governed by COBS 9.4. A firm must assess the client’s knowledge and experience, financial situation, and investment objectives before making a personal recommendation to transfer a defined benefit pension.

For DB pension transfers, COBS 19.1.6R requires a firm to start from the assumption that a transfer is not suitable, and the suitability report must demonstrate why a transfer is in the client’s best interests. A transfer value analysis (TVAS) must be included.
